TAHAL fue establecida en 1952 por el gobierno de Israel con el objetivo de cumplir con el mayor desafío del país: transformar sus tierras áridas en campos fértiles. Luego de planificar y diseñar el reconocido Acueducto Nacional de Israel, TAHAL fue designado como Consultor Nacional de la Autoridad de Aguas y Cloacas, de la Administración Municipal de Agua y del Proyecto Nacional de Alcantarillado.

Con un enfoque inicial en el desarrollo de los recursos de agua natural y sistemas de riego, TAHAL pasó al diseño y la construcción de sofisticados proyectos que utilizan agua salobre, aguas residuales recicladas y agua de mar desalinizada. TAHAL, la empresa de ingeniería más grande de Israel, también participa en la gestión de desechos sólidos y el desarrollo de los recursos de gas natural mar adentro del país.
