Challenge

With a population of some 470,000, Neamt County is situated in northeastern Romania, in the historic region of Moldavia. Its county seat is in Piatra Neamt, the county’s largest city with a population of approximately 80,000. Apa Serv SA, the local water utility, selected TAHAL to design and supervise the rehabilitation and extension of its water supply and sewerage infrastructures in Neamt County’s urban and rural areas.

Solution

TAHAL is providing the following services over the course of the project:

  • Design services for drinking water transmission mains, water supply pipes, chlorination plants, pump stations and water tanks
  • Design services for sewerage networks and wastewater treatment plants
  • Project management support to contracting authority
  • Preparation of financing application and award documents
  • Preparation of relevant support documents including: feasibility study; financial analysis; institutional analysis; cost-benefit analysis, environmental impact assessment (EIA); industrial wastewater discharge and sludge management studies; topographical, geotechnical and hydrogeological studies; water and wastewater quality studies
  • Drafting of documentation and support for obtaining permits and approvals
  • Drafting the memorandum of financing to be addressed to the European Union
  • Supervision of rehabilitation and extension works of water supply and sewerage networks
  • Supervision of construction and rehabilitation works of wastewater treatment plants and drinking water treatment plants
